The paper made for interesting reading. However, I thought I should share a few thoughts on the issue. The first question that needs to the answered is whether South Asia exists as a political entity. Out of this would flow, whether the European Union or any other similar inter-governmental organisation could consider SAARC as a functional political entity like the ASEAN.
